Identifies the problems associated with the use of policy network analysis and argues that regarding policy networks as institutions and applying institutional theory might be the answer. Uses a case study of a Danish policy network, which deals with the annual budget negotiations between local and central government, to show the value of this approach in explaining why policy networks come into existence, why they change, why they are so persistent and how they affect policy outcomes.

Frank Field, Welfare Reform Minister, has launched a regional tour in Edinburgh with a call for a return to the work ethic.Mr Field said that successful welfare reform had to be built on consensus and consultation and blamed previous policy failures on a lack of listening by government.

Millennium Village flagged up as a model for future building

The DETR has begun a major consultation exercise with planners, builders and finance houses over changing Britain’s construction practices to make them more environment friendly.’Sustainable Construction’ is looking to make changes in the procurement processes for all forms of construction. It points to the Millennium Village as a flagship urban development scheme that sets the tone on sustainable construction. The village is part of the huge Greenwich project on a large greenfield site which the DETR says will be a showpiece of environmental sustainability, with quality urban design as well as leading edge thinking on energy and water efficiency, community facilities, and a radical approach to house building.

The Melody Lingers On… A Review of the Audits of People, Pay and Performance

The Audit commission have reviewed over 400 audits of local authorities which looked at people pay and performance. They found that although Councils face increasing demand for services and resources remain tight, between 1993 and 1995 the total non-manual paybill has continued to rise.On the demand side there are increasing numbers of elderly people and a rising school population putting particular demands on services. There is more competition and local government reorganisation poses additional management challenges.
