Frank Field, Welfare Reform Minister, has launched a regional tour in Edinburgh with a call for a return to the work ethic.Mr Field said that successful welfare reform had to be built on consensus and consultation and blamed previous policy failures on a lack of listening by government.
He said his tour was about listening to views on changing the ‘culture of claiming’: “Too many policies have failed because government has failed to listen, and to learn.

The Audit commission have reviewed over 400 audits of local authorities which looked at people pay and performance. They found that although Councils face increasing demand for services and resources remain tight, between 1993 and 1995 the total non-manual paybill has continued to rise.On the demand side there are increasing numbers of elderly people and a rising school population putting particular demands on services.
