Notes the common emphasis on leadership in the quality management
philosophies of such luminaries as Deming, Juran, and Senge. Proposes a
process of integration of quality management tools and techniques that
could improve the likelihood of choosing a leader able to move an
organization in a defined direction. Discusses recruitment and selection
and focuses on the executive characteristics of leadership. Recommends application of nominal group techniques (NGT) in evaluation of candidates and describes the NGT method.

HOME SECRETARY PRAISES CRIME-CUTTING PARTNERSHIPS

The Home Secretary has praised pilot partnership work which is cutting
crime and fear of crime in Swansea.

As part of his month long “Cutting Crime – Building Communities” tour,
Jack Straw visited the area’s graffiti removal scheme and Victim Support
Scheme. Both are based on the sort of partnerships local authorities and
the police will be required to set up under the Crime and Disorder Act
which received Royal Assent on 31 July 1998.
