A further forty local authorities have joined the Community Legal Service Partnership. Six pioneer authorities are already spearheading the Community Legal Service initiative. The Partnership provides a forum for local authorities to co- operate with the Legal Aid Board and other key funders, as well as local providers, in planning legal and advice services.
Making public services more open requires a culture change as well as legislation. Home Secretary Jack Straw has appointed an advisory group on openness to suggest how best to promote cultural change in the public sector. The Group is being chaired by Home Office Minister Lord Williams and the members are drawn from a variety of backgrounds including a civil service trade union, the health service and central and local government.

Drawing from over 30 years campaigning work and specifically a major piece of survey work started in 1996 the pamphlet advocates a Liberating Leadership approach which releases potential and is based upon a sound set of values.
