The Home Office has published extensive briefing notes on how it intends to roll out its ‘best value’ concept into the Police Service.Already being implemented in local councils and planned in other public service sectors, best value will be policed in this instance jointly by the Audit Commission and Her Majesty’s Inspectorate of Constabulary (HMIC).

States that publishing public contracts on the ‘Supplement to the Official Journal of the European Community’ and on-line via the Tenders Electronic Daily (TED) is central to the EU’s policy of ensuring that there is an open public procurement market but reveals that there are problems with using TED. Puts forward various reasons why EU directives on public procurement policy are not as effective as they ought to be. Goes on to urge the adoption of electronic commerce as a way of increasing competition in European public procurement markets and describes the Commission’s SIMAP project which goes some way towards overcoming the problems with TED. Despite this advance, asserts that Europe is still at a disadvantage compared with other trading blocs because it lacks a compatible system of electronic commerce.
