Examines the effectiveness of civil service reform programmes being adopted in Africa, intended to improve the effectiveness and performance of the civil service and ensuring its affordability and sustainability. Discusses the requirements of these programmes in terms of economic reform and adjustment, leadership and commitment, and their role as a component of sound governance. Describes the design of civil service programmes which involves constructing a new framework for financial management, including legislation, regulations and instructions. Looks at the implications of downsizing and rightsizing programmes, ministerial restructuring and decentralization, and performance management. Underlines the requirements for establishing adequate capacity to manage and implement, monitor and evaluate civil service reform in Africa – all of which requires the continued support of donors.

It contains a radical suggestion to eliminate the fumes of older cars by giving their drivers free vouchers for public transport in exchange for having them scrapped.
