GAINING PERSPECTIVE: THE FUTURE OF TQM IN PUBLIC SECTOR

Offers three reasons why public sector managers are gradually adopting quality-based methodologies to improve service to their stakeholders. Lists phrases appearing in government body reports around the world as indicators of TQM-driven improvements, touching on eight related developments e.g. mission-driven management models. Expands on results from a 1998 Canadian citizens survey (2,900 households replied) that gives insights into public sector service quality evaluation likely to lead to changes in future measurements. Raises issues that need addressing e.g. quality leadership, but sees nothing to prevent TQM being applied within public bodies. Believes quality awards and standards can help. Wants more action, however, noting a lot of talk so far, but comparatively little ‘walk’.

LGA ACCUSES DfEE OF COSTLY RED TAPE

Education authorities are accusing the Government of `wasteful, inefficient and bureaucratic’ demands on headteachers.The Local Government Association (LGA) has studied how much red tape is involved in making a bid for new education money held in the Standards Fund. This fund now accounts for nearly ten per cent of schools funding, yet the study showed how it forced headteachers to bid for cash from one of 38 separate pots in a complex system which sometimes took hours to complete.

E-COMMERCE TO DRIVE DOWN COSTS

Cap Gemini Ernst & Young has been selected as the preferred supplier for the MoD’s new E-Commerce system.The Defence Electronic Commerce System (DECS), is set to handle logistics transactions – spares, services and consumables – worth billions of pounds and will be key in reducing administrative costs and improving logistic support to the front line. An initial service will be provided from July.
