Describes one concept of dialogue as helping to move people beyond the limits of their thinking through the basic principles of suspending judgements, inquiry without, inquiry within, equality, and openness. Sets out dialogue in use in a public sector organization which had a new head, highlighting the key issues which were uncovered, and briefly touches on the outcomes.
The Civil Service is using the exchange of people as one way to breakdown barriers between the different parts of the public sector as well as those between the voluntary and private sectors. The Interchange scheme promotes and encourages the exchange of people and good practice between the Civil Service and other sectors of the economy.Interchange takes many forms including secondments, mentoring, non-executive appointments and joint training opportunities.
Police forces have now joined health services, councils and schools with a beacon scheme to set the pace of change and encourage the rest to innovate and modernise.An assessment panel which included representatives of the Association of Police Authorities and the Audit Commission considered projects from 31 forces which could enhance operational policing or improve service delivery to the public and achieve efficiency. The panel selected eleven police force projects to receive Beacon funding.
