Identifies weaknesses in the definitions and descriptions of policy networks, arguing that there are inconsistencies and contradictions in the way that they are viewed in the literature. Based on the examination of four departments within the British central government, draws out the processes that are involved in policy development and identifies the role of networks within this. Discusses how networks evolve within the British government system, drawing up an electoral model of networking. Based on a view that networks are strategic alliances created around common agendas, and that those involved in policy networks take a strategic view of them, analyses the choices that are made as networks form and evolve, and reviews the dynamics within the network, until success or failure creates the circumstances in which the network will either transform or terminate.

POLICE ON PERFORMANCE

Senior policing managers will be discussing the effectiveness of Government performance indicators on their work at a conference beginning today (Monday, September 11). It is the biggest gathering of the year of the Superintendents’ Association, which represents operational managers in the police service.It is this group which has been most involved in the introduction of performance indicators, who are still close enough to the ground to have a feel for whether there has been any real change.
