BRIEF ENCOUNTERS COSTING NHS DEAR

The Audit Commission has challenged the NHS’ reliance on bank and agency nurses – saying the staggering cost of such temporary nursing cover is not money well spent.The NHS in England has spent 810 million pounds in the last year on temporary nursing cover – an increase of 20 per cent. A further 18 million pounds has been spent on such cover in Wales.

Reviews the systems used to audit human resource management in UK public sector organizations – systems audit, compliance audit, performance audit, user satisfaction audit, value-added audit and strategic HRM audit. Identifies the most prevalent approach as being Investors in People approach, which is used to assess training and development activities, and is essentially a systems and compliance audit. Focuses on systems and compliance audits, assessing their benefits and limitations by looking at systems audits in three National Health Service trusts. Sets out the advantages and disadvantages of all six types of audit, concluding that the best approach involves a hybrid the nature of which depends on the overall purpose of the audit. However, underlines the need for more research into whether human resource management audit will result in improved performance.
