This audit tool grew out of the recommendations of the NHS Taskforce on Staff Involvement. It aims to help assess the progress an organisation has made in involving staff in planning and delivering services. The audit tool is intended for use as part of a joint review of progress by management and trade unions working in partnership. It presents a development process which includes leadership, organisational involvement in vision and planning, communication processes, promoting a culture of openness and trust for staff contributions, devolution of responsibility to individuals and teams, early and effective engagement of trade unions and a programme of staff training and development that recognises staff value and involvement.Available free of charge from NHS Responseline on 0541 555 455.

NATIONAL PROJECT FOR ONLINE HOUSING BENEFIT

The City of Edinburgh Council is to pilot an interactive on line form for Housing Benefit. Access will be available from home, council offices and libraries. The technology will be supplied by Comino, which provides workflow and electronic document management based systems to over 400 organisations in Local Government, Social Housing and Occupational Pensions. The Department for Work and Pensions will contribute 750,000 pounds towards the cost of the project.Benefits Online will enable citizens to check their benefit entitlement via an online benefits calculator and complete the claim application in one sitting. Edinburgh and Comino are developing intelligent forms with help functions and advice to ease the application process. Once complete, the application will be submitted directly into the Council’s Electronic Document Management and Workflow system and the core Revenues and Benefits’ system.

NEW ROUTE TO SKILLS TRAINING FOR 14 YEAR OLDS

From September 2004, 14 year olds will be able to enrol for skills training in the new ‘Young Apprenticeships’ scheme. Students will continue their studies following the core national curriculum but they will also spend up to two days a week learning ‘on the job’ skills in a workplace as a part of an industry specific vocational programme. This is a key element of the reform of education for 14 – 19 year olds. Education and Skills Secretary Charles Clarke said: The new ‘Young Apprenticeships’ represents one of the most exciting developments for young people since the introduction of GCSEs in 1986.These changes are being introduced in response to recommendations made by the Modern Apprenticeship Advisory Committee and the Modern Apprenticeship Task Force. Apprenticeships, which were dying a few years ago, have now already risen to 255,500 in England.
