PERCEPTION GAP FOR E-GOVERNMENT DELIVERY

The confidence of IT managers in local government in their ability to hit the 2005 deadline for delivery of e-government services is not shared by the business mangers of councils. A survey by the IT representative body, SOCITM, showed an optimistic attitude to improving citizen access to services. Most IT managers believe they will have created appropriate infrastructure and bought the software needed to provide multi channel access by the end of 2005.A new survey commissioned by Sx3 Managed Services found that only one third of business managers shared this optimism. Almost two thirds of senior business managers are worried about the costs of meeting the new e-Government requirements. Nearly half also say that hitting the deadline is putting great pressure on their local authorities and driving reviews of current IT systems.

SHAKE -UP OF LONG TERM CARE SUPPORT

Arrangements for caring for some 17 million people in the UK who suffer from long term conditions which cannot be cured, such as diabetes, asthma, and arthritis, are being radically revised. Health and social services will be closely integrated to provide a seamless service. Currently some people with these conditions, particularly the most vulnerable, go unmonitored and unmanaged until a hospital visit becomes necessary. The new changes are designed to improve the health and quality of life of those with long-term conditions, prevent premature death, and reduce the number of times they have emergency visits to hospital.The changes involve the creation of a role of ‘community matron’, a new type of health professional whose task will be to give one-to-one support to the most vulnerable patients with long-term conditions. They will monitor their patient’s health, anticipate problems and co-ordinate the care and support they need to achieve a better quality of life. The NHS is committed to having 3,000 community matrons in place by March 2007. Multi-professional teams will be set up to identify all of the people in their area with a serious long-term term condition, assess their needs as early as possible, and provide pro-active care before their condition deteriorates.

CITIZENSHIP SURVEY

The Home Office 2003 Citizenship Survey highlights key issues for the government’s reform agenda by focusing on changes in active citizenship between the 2001 and 2003 Surveys. People’s trust in political institutions has risen between 2001 and 2003. 51 per cent of people trusted their local council in 2001, compared with 54 per cent in 2003. People were more likely to believe they could influence decisions affecting their local area than decisions affecting Britain.The proportion of people feeling there is now more racial prejudice in Britain than five years ago increased from 43 per cent in 2001 to 47 per cent in 2003. The perception that racial prejudice had increased was only evident among people describing themselves as White.
