local councils. A panel of local council leaders who represent a cross section
of the political landscape share personal views and their authorities various
approaches to cabinet management. The discussion ranges over a number of key
issues including election versus appointment, performance management, succession
planning and new developments such as the emerging role of Deputies and
implications for the 2000 Local Government Act.

MILLENNIUM COMMUNITY A MODEL FOR HIGH-TECH HOMES
