This document looks at the work of the Innovation Forum of leading councils which seeks next practices or emergent innovations that could open up new ways of working. The rise of knowledge management within public and private organisations has focused on spreading best practices: finding examples of good practice and then trying to spread them from one site to many. The Innovation Forum projects described in this document are not attempts to share a static model of best practice but to create next practices: proven models that are well ahead of policy thinking.In its own way the Innovation Forum is part of that trend towards more interactive, distributed models of innovation, in which the people at the end of the pipeline are not just passive recipients of ideas but participants in shaping and devising them.

SCOTTISH COUNCILS MAY EXTEND SMOKING BAN TO PROTECT CHILDREN

Local authorities in Scotland could be urged to extend the ban on smoking to cover outdoor areas used by children, such as parks and playgrounds. The possibility has been raised by Scotland’s First Minister, Jack McConnell, in an interview with Children in Scotland, published today to mark the introduction of the ban.Mr. McConnell says he is struck by the support for the ban among young people and adds that he wants to make “being fitter and eating healthier” a priority for the country’s children. He goes on, “We have encouraged local authorities to consider the benefits of introducing smoke-free policies in external areas where children and young people go, like school playgrounds and parks. This will help to discourage young people from being influenced by what they may see as an adult activity.”

SCHOOLS GET CHARITY COMMISSION GUIDANCE ON EXTENDED SERVICES

The Charity Commission has issued new guidance for schools that want to provide pre-school facilities. It is designed for maintained schools seeking to extend their services to local communities and comes in response to questions about how schools can maximise the money available from the government’s Extended Schools Initiative.The Commission said it had developed the guidance in consultation with the Pre-school Learning Alliance. It sets out a framework for schools that want to expand their services but protects the interests of existing pre-school charities.
