INSTITUTE PROJECT AIMS TO BUILD CIVIL SERVICE COMPETENCE

 

A new project has been launched to build competence and intellectual capital in the Civil Service. ‘Effective Business Models’ is an action research network designed by the National School of Government’s Sunningdale Institute as a response to Capability Reviews, which found some Departments were too inclined to settle for inherited structures rather than designing systems that were capable of delivering the required outcomes.

WALES SEEKS VIEWS ON NEW LOCAL LEADERSHIP TEAMS

 

Consultations have begun in Wales on plans for the first phase of Local Service Boards, which will be leadership teams bringing together representatives of local government, health services, the police and voluntary bodies as well as the private sector. At the same time the Welsh Assembly Government is asking for applications from partnerships wishing to run projects to develop the new Local Service Agreement model.

LOCAL GOVERNMENT WHITE PAPER – IMPLEMENTATION TIMETABLE

The Local Government and Public Involvement in Health Bill is expected to receive royal assent in Autumn 2007. It will allow the Secretary of State to invite local authorities to make proposals for establishing unitary authorities in place of two-tier authorities, simplify electoral arrangements by enabling councils to adopt all-out elections every four years and introduce new leadership models from which councils can choose and improve community governance by extending the power of wellbeing to parish councils,The performance workstream is expected to deliver a new set of about 200 indicators to be rolled-out from April 2008 and the full suite from April 2009. A new single performance framework for local government and its partners will be devised and the Audit Commission will become the single local services inspectorate in April 2008.
