Often, when leaders experience trouble, they look to blame an outside source or expect a small tweak to right their ship. But many times they’ve actually lost their grip on the very basic foundation of leadership. The environment may change, but no management trend can displace the core laws, proven over centuries, of excellent leadership.
The Next Localism Commission has been launched to shape future of the localism agenda as power shifts from Whitehall to the Town Hall.
The shift of power, which so far has involved lifting restrictions and scrapping targets, is being stepped up with the Localism Bill and Community Budget pilot schemes. The result of these changes is a transformed operating environment where councils and their partners can develop innovative ways of service provision.

The overwhelming majority of interviewees definitely want to or would prefer to be in work in the next three months. But beneath this view there were different attitudes.
