Abstracts: May 16th, 2001

Janice McMillan and Andrew MasseyThe civil service role in the Westminster model is to inform and implement central government policy. The authors argue that extensive public sector reforms and changes in UK governance mean that the Westminster model no longer provides an explanation of how government works. Regional Development Agencies may come to reflect the individual regions, rather than follow a central pattern. Further development of Government Offices for the Regions may result in full- scale integration of other central departments including NHS, Ministry of Agriculture and the Home Office. This would support the goals of modernizing government.
