This report from the Performance and Innovation Unit in the Cabinet Office argues that the ability of the public sector to deliver more personalised, more efficient services depends on the effective use of personal information about citizens. It calls for a the setting up of a Public Services Trust Charter and for greater openness in the interactions between public services and their consumers.
