It provides a potentially revolutionary platform allowing services to be delivered directly to users’ homes via a television set. Central government has been actively promoting its use in the public sector in policy statements and funding pilot schemes to be implemented at the local level. Although the technology is at an early stage, this article provides an opportunity to assess the nature of the platform as a state-of-the-art mechanism for delivering services and the factors that are likely to be central to its success.
