He highlights the Carbon Reduction Commitment as a legislative component that will mandate councils to manage carbon allowances and make operational adjustments. He also articulates the need to transition away from fossil fuel dependence. And while he welcomes the growing interest in microgeneration technologies, he maintains that the emphasis should primarily focus on improving energy efficiency throughout government, business and among individual citizens.
