There is a double pressure on councils with greater demands on services, particularly from people who have lost their jobs and at the same time low interest rates result in reduced income from investments.
To meet this challenge councils are innovating in many areas, particularly in back office services. Councils are joining together to share services such as payroll and council tax collection.
