The New Opportunities White Paper made recommendations for raising the aspirations and attainment of young people in deprived communities. Recommendations were based on research by the Social Exclusion Task Force. Communities and Local Government are now seeking bids for grants to deliver the programme.
Projects involving neighbourhood partnerships will be based in 15 areas. There will be support to deliver a programme of activities working with young people, their parents and communities, to create new opportunities, broaden horizons and build up the self-confidence of local people.
Partnerships responsible for work locally will have at their core schools, councils, third sector organisations, parents and young people. Local businesses and relevant service providers are also encouraged to become involved in the Inspiring Communities initiative.
