It describes the long-term Business Transformation programme adopted by Birmingham City Council. The programme is expected to deliver over £1.6 billion in cashable savings over 10 years through more efficient ways of working. The Council adopted a joint venture approach with Capita, to form Service Birmingham.

She also advises how the Public-Private partnership working can be adapted to other councils.
