It summarises research carried out over three years between the then Local Government Management Board (LGMB), the University of Lincolnshire and Humberside and Sheffield Hallam University and a consortium of 16 local authorities from across England, Scotland and Wales. The findings challenge the strong emphasis placed on numerical inputs and outputs within much evaluation. Other findings include the conclusion that evaluation will rarely answer ‘What works?’ with an absolute degree of certainty but will suggest what works better than other approaches.
