The framework emphasises that performance management should be embedded in everything an authority does and that it is a continuous process.
It describes the performance management cycle from deciding where to go through to getting it done. It outlines the skills councillors need including being very clear about what the council is and is not seeking to achieve, focusing on key priorities until delivery comes right and offering firm and appropriate leadership in pursuing these issues. It also stresses the importance of leading and supporting change.
