Councils must provide efficient and effective public services that are more accountable to local people, says Local Government Minister Hilary Armstrong.Speaking during the second reading of the Local Government Bill, Ms Armstrong said: “This Bill puts local people in the driving seat for local government reform, giving them a bigger say and a better deal from councils.

“This Bill marks a new spirit of consensus and co-operation in the development of public services.”

The Bill changes the way councils approach and deliver their services, replacing Compulsory Competitive Tendering with Best Value, where councils are required to consult local people and publish performance reports each year.
