Headlines: March 9th, 1999

The Civil Service College has won a contract worth approximately 140,000 pounds to support reform and development at the Bulgarian Ministry of Finance. Bulgaria stabilised its economy after the collapse of its currency two years ago. The job of the College team is to help the ministry to build on their success by developing ways of identifying necessary change, and then managing the change process. This includes devising a new mission statement and providing assistance with human resources and information systems. The work will be funded by the European Union.

The team includes Sir Nicholas Monck, former Second Permanent Secretary at the Treasury, and Andrew Edwards, author of a recent report for the Home Office: “A Review of Financial Regulation in the Channel Islands and the Isle of Man”.

The Civil Service College has an expanding export business to Eastern European administrations and to South Africa.
