In as move to help people to retain their independence, local councils will devise strategies to support those at the greatest risk. A key aim will be to identify people who would benefit most from early help.

The strategy development process will involve consultation with users and carers, frontline staff and other relevant bodies, particularly those in the voluntary sector. The strategies, which must be completed by October, will be based on co-operation across organisational boundaries and provide for close inter-agency working.

Issues which the strategies will address include encouraging self-reliance and self-determination for adults in need of help; reducing the risk of accidents and injuries at home; reducing social isolation and helping those of working age with social care needs to remain in work as long as possible.

Implementation of the strategies will be funded by a 100m pound budget over 3 years.
