The Civil Service College has won a contract to train top and middle ranking European Commission civil servants. Several hundred officials from Brussels will be helped to develop key management competencies including leadership, business planning and performance management.The timing of the contract is important because of the imminent announcement of a civil service reform agenda as part of the modernising government programme. Cultural change is the most difficult challenge facing UK civil servants and overseas colleagues will be able to observe at first hand how the change programme is being managed. Leadership styles will be particularly under stress and the messages taken back to Brussels will inform a decision on whether the European Commission should follow the UK path to modernisation.
