THE FUTURE OF HEALTH AND SOCIAL CARE – A PARTNERSHIP APPROACH FOR WELL-BEING

This White Paper on health and social care from the Local Government Association describes an opportunity to meet the needs of local communities by building strong local partnerships between adult social care and health. The approach is based on key strategic developments currently taking place at a national level around partnerships, neighbourhoods and governance. The White paper describes how Local Area Agreements could foster an effective partnership approach for the future.It describes a vision of an environment which supports choice and control through the delivery of services that are built around what each person actually wants, not only to meet their health and care needs but also to improve their well-being. It argues that using this approach could ensure that the delivery of health and social care is tailored to the needs of the community and responsive to local circumstances. It also envisages joined-up health care, social care and health improvement strategies in a stronger and more cohesive way, making these services more reflective of local needs, whether at a local authority or neighbourhood level. The emphasis in the approach on local engagement and consultation reflects national commitments to devolve power to neighbourhoods and the wish for a more patient focused NHS.

PARTNERSHIP WORKING SEEN AS WAY TO IMPROVE COMMUNITY SAFETY

Local communities are being given a bigger say in how crime and anti-social behaviour are dealt with in their areas and will have the power to trigger action by the police and local authorities to tackle the most persistent problems. The measure is included in the new National Community Safety Plan setting out Government priorities for the next three years.The plan stresses the importance of putting people at the centre of public services and it places a requirement on all public bodies, from central Government to individual neighbourhoods, to work together so local problems cab be tackled responsibly and effectively. It also joins up work across central government, including contributions from the Office of the Deputy Prime Minister, the Department for Education and Skills, The Department of Health and the Department for Transport.

COUNCILS WANT MORE GUIDANCE ON MEETING SAVINGS TARGETS

Local authorities across the country are on track to make the savings set out in the Treasury’s Gershon Review but it will be done at a huge price to public services and future council tax reviews, according to a nationwide study commissioned by Telewest Business. It was carried out following the first anniversary of the instruction to councils to achieve efficiency gains of at least 6.5 billion pounds by 2007-2008.Telewest Business says public services could be at risk because many council officials are feeling their way in the dark and need more guidance from Central Government, before they take drastic steps such as scaling back on services or culling staff.
