This guide sets out a standardised analytical framework for undertaking community empowerment evaluations. It has been produced to help with evaluations and also to promote consistency so different evaluations can be compared.

It allows users to establish whether measures developed have led to any improvements in a community’s level of political efficacy, social capital or social cohesiveness. It will also show whether participants and communities are now able to exercise more influence on decision making and if a sustained shift in power has taken place. This includes movement towards communities and previously excluded groups.
