This paper from Counsel and Care, a national charity which seeks to get the best care and support for older people, identifies a care gap between the rising number of older people needing care services and the falling number actually receiving care either in their own home or in a care home.The paper highlights the top issues currently raised by older people, their families and carers, including getting a proper care needs assessment, accessing benefits and welfare rights and finding sheltered and extra care housing.

As well as a fairer funding system for long-term care, the paper recommends key measures for the 2007 spending review including State supported equity release schemes to help older people make better use of their assets and stay in their own homes, proper funding of care home places and fair implementation of a new continuing care funding framework, and independent care advisers in every community and a national care advice service.
